The less than substantial harm to the significance of the designated heritage assets and the unacceptable harm to the character and appearance of the Conservation Area, together with unacceptable effects on neighbouring living conditions and highway safety, were not outweighed by the public benefits of six additional apartments and minor economic benefits.
