Main issues, as the Inspector framed them

  • the principle of the development with regard to the development strategy for the provision of Use Class C1 accommodation in Manchester
  • the effect of the proposal on the living conditions of existing occupiers in the area with regard to any increases in comings and goings
  • the effect of the proposal on parking provision within the area and whether there would be any unacceptable impact on highway safety

What decided it

The lack of certainty that the C1 use proposed would be properly deliverable and the poor quality of access to the first floor via a rear entrance, which conflicts with development plan policy requiring good design and ease of access for all.

The benefits of re-use of a vacant building, employment creation and support to tourism were substantially outweighed by the adverse effects arising from conflict with development plan policy relating to design standards and access.
