What decided it

The imposition of a condition requiring the pump units to be painted black would overcome the overbearing visual impact and conflict with policy, allowing the moderate energy efficiency benefits to outweigh the residual harm.

The moderate benefits of low carbon energy and sustainability outweighed the somewhat overbearing visual impact on neighbouring occupiers, provided the units were painted black to reduce visual prominence.
