What decided it
The fallback position of the extant permission for a contemporary replacement dwelling, combined with the finding that the proposal would not materially harm character and appearance and would not prejudice the underlying housing mix objective of Policy H16 given the substantial nature of the original dwelling and identified housing need for larger properties, outweighed the conflict with the policy's floorspace restriction.
The conflict with Policy H16's floorspace restriction was outweighed by the fallback position of the extant permission, the absence of any loss of smaller, less expensive accommodation, the identified housing need for 4-plus bedroom homes, design quality benefits, and energy efficiency enhancements, resulting in permission being granted.
