What decided it
The availability of on-street parking within walking distance of the site, combined with the absence of evidence that the proposal would materially harm highway safety or create an unacceptable concentration of HMOs, allowed the appeal.
The benefits of allowing the change of use to an HMO outweighed the concerns about parking pressure and housing mix, as the parking could be acceptably accommodated and the concentration of HMOs in the street remained within acceptable limits with no policy guidance identifying an unacceptable threshold.
