The proposal would cause unacceptable harm to the character and appearance of the Isle of Wight AONB, which as an area of particular importance provides a clear reason for refusal that displaces the tilted balance presumption in favour of granting permission.

The benefits of housing delivery and affordable housing contribution were outweighed by the moderate weight given to unsustainability of location and the great weight given to the failure to conserve and enhance the landscape and scenic beauty of the AONB, which has the highest status of protection.
