What decided it

The unacceptable and harmful effect on the character and appearance of the AONB and Heritage Coast, to which great weight must be given under paragraph 176 of the Framework, outweighs the moderate benefits of providing one new dwelling in a location with constrained housing land supply.

The great weight given to the conflict with AONB and Heritage Coast protection policies outweighed the moderate weight of housing delivery benefits, affordable housing contributions, self-build provision, efficient use of formerly-used land, and potential biodiversity gains; the presumption in favour of sustainable development did not apply due to the clear reason for refusal provided by AONB and Heritage Coast policies.
