What decided it

The raised terrace is well-screened by the surrounding hedgerow and not visible from outside the appeal site, and therefore does not harm the character and appearance of the Conservation Area or National Park.

The benefits of allowing the development (permitting a modest garden structure that does not harm character and appearance) outweighed the limited concerns about privacy, which were not contested by the Council.
