What decided it
The less than substantial harm to the setting of the grade II listed Turnpike cottages, when weighed against the small public benefits of the scheme under Framework paragraph 202, clearly outweighs those benefits and engages paragraph 11 d i) as a clear reason for refusal.
The small public benefits of two dwellings making only a minimal contribution to housing supply and very small economic benefits are clearly outweighed by the less than substantial harm to the setting of the listed Turnpike cottages, which tips the balance against the proposal despite the out-of-date development plan policies.
