The proposal would cause significant harm to the character and appearance of the area through encroachment of built form into undeveloped woodland and would not adequately protect or compensate for the loss of the TPO tree group, conflicting with development plan policies requiring conservation of the Lake District landscape and maintenance of local distinctiveness.

The neutral factors relating to location suitability, design acceptability, drainage, highways and neighbour amenity do not outweigh the significant harm to character and appearance and conflict with the development plan.
