What decided it
The significant harm to the character and appearance of the area through loss of the visual gap between terraces and the substantial harm to neighbouring living conditions through loss of outlook outweighed the benefits of housing delivery on a small site, even in the context of an undersupply of housing.
The benefits of housing delivery on a small site and contribution to meeting identified need for one-bedroom dwellings were outweighed by the considerable harm to character and appearance and neighbouring living conditions, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole, and the proposal conflicted fundamentally with the development plan.
