The sensitive Green Belt location and visibility of the site, combined with the history of the property already exceeding normal extension limits, justified the imposition of Condition 5 to retain control over future alterations that could significantly harm the character and appearance of the surrounding countryside.

The need to protect the Green Belt's openness and the surrounding countryside's character and appearance outweighed the restriction on permitted development rights, which the Inspector found was justified in these exceptional circumstances.
