The significant and unresolved harm to the Solent Maritime SAC from nutrient/wastewater discharge, for which no adequate mitigation mechanism was available, outweighed the substantial benefits of meeting gypsy and traveller need.
The moderate harm to character and appearance and the significant harm from uncertain nutrient neutrality mitigation were not outweighed by the substantial and significant benefits of additional gypsy and traveller pitch provision, personal circumstances, and lack of alternative sites.
