The visual extent of the proposed extension would not constitute a disproportionate addition to the original building because it would replace existing patio area, remain subservient to the host building, and be largely screened from public viewpoints.

The quantitative assessment of cumulative extensions (approximately 50% increase in floor space) was balanced against the visual impact assessment, which showed the proposal would not appear disproportionate and would integrate well with the original building; the balance tipped in favour of the proposal as an acceptable exception under Framework paragraph 149c).
