The unacceptable harm to the living conditions of neighbouring residents caused by noise and disturbance from the commercial use of the swimming pool during evenings and weekends outweighed the social and economic benefits of the proposal.
The social benefits of providing a small local pool suited for teaching and use by those with disabilities and the elderly, together with social and economic benefits of employment creation, were insufficient to outweigh the unacceptable harm to neighbouring residential amenity caused by noise and disturbance.
