Main issues, as the Inspector framed them
- the effect of the proposed development on the character or appearance of the site and surrounding area including the Etton Conservation Area within which the site lies
- whether the proposed development provides adequate living standards for future occupants with particular regards to privacy, noise and disturbance and the continued viability of the public house
What decided it
The less than substantial harm to the character and appearance of the conservation area and the unacceptable living conditions for future occupants regarding privacy, noise and disturbance, together with harm to the public house viability, outweighed the modest benefits of housing delivery and economic activity.
The modest public benefits of two new dwellings and limited economic benefits during construction were insufficient to outweigh the less than substantial harm to the conservation area and the unacceptable harm to residential amenity and public house viability.
