What decided it
The proposed extensions at 75% volume increase are disproportionate additions that exceed the 30% threshold in the SPD and do not benefit from the Framework exception, making them inappropriate development in the Green Belt, and the private benefits to the appellant do not clearly outweigh this harm to justify very special circumstances.
The substantial weight given to harm to the Green Belt and minimal loss of openness was not clearly outweighed by the precedent of similar extensions and the private benefit of larger accommodation, so very special circumstances do not exist.
