The absence of proven necessity for a permanent residential presence on site and lack of evidence that alternative accommodation or remote monitoring had been investigated meant the proposal failed to meet Policy 68 criteria for rural workers' dwellings.
The creation of one temporary dwelling and benefits to the appellant's business did not outweigh the harm of locating residential development in an inappropriate location outside the settlement boundary contrary to local plan policies.
