What decided it

The large advertisement areas positioned at first and second floor level would appear incongruous and obtrusive, detracting from the visual amenity of the SOHO Conservation Area and negatively affecting the setting of the Regent Street Conservation Area and nearby listed buildings, and this harm would not be outweighed by the benefit of the replica building façade or the need for advertising funding.

The benefit of the replica building façade and the need for advertising to fund it did not outweigh the harm to visual amenity of the conservation area and heritage assets.
