What decided it

The inappropriateness of the location with regard to flood risk, which attracts significant weight and outweighs the modest benefits of housing delivery.

The conflict with the spatial strategy (limited weight) and the inappropriateness of the location regarding flood risk (significant weight) outweighed the modest social, economic and environmental benefits of providing a single family home to the local housing supply, with the flood risk harm decisive.
