What decided it

The limited amenity impact combined with the proportionality of the revised curfew hours and the precision of the industry standard guidance for daytime luminance justified varying the conditions to be less onerous.

The benefits of allowing the varied conditions, which are more proportionate to the actual amenity and safety impacts, outweighed the concerns about the original conditions being unnecessarily restrictive.
