What decided it

The proposed development would result in significant harm to highway safety with regard to pedestrians, being contrary to Policies DMT1 and DMT2 of the development plan, which outweighs the personal benefits to the appellant.

The significant harm to highway safety outweighed the personal benefits to the appellant of convenient parking, as there was no compelling evidence of a lack of on-street parking available and the proposal was not the only solution to meeting the appellant's requirements.
