What decided it
The proposal cannot be approved because it would likely adversely affect the integrity of the Special Protection Areas and would fail to accord with the duty placed on the Inspector as the competent authority under Regulation 63 of The Conservation of Habitats and Species Regulations 2017, and additionally would cause harmful impacts on local parking provision.
The modest contribution to housing supply and use of underutilised land weighed in favour of the proposal but were limited in weight and insufficient to overcome the harm identified regarding the Special Protection Areas and parking provision; the neutral findings on living conditions and character and appearance did not outweigh the identified harms.
