Main issues, as the Inspector framed them
- The effect of the proposed development upon the character and appearance of the host dwelling and the area
What decided it
The use of off-white architectural cast concrete as the primary facing material for the two-storey extension would substantially and harmfully alter the character and appearance of the host dwelling and the street scene by obscuring the red brick Victorian character that is a key visual feature of the group of properties.
The benefits of repair, improvement and future-proofing of the dwelling, improved surveillance and removal of unsympathetic additions carried limited weight and did not outweigh the substantial harm to character and appearance from the proposed materials and design.
