The substantial benefits of housing delivery, affordable housing, the retail/community facility, economic benefits and biodiversity net gain were given substantial weight and, together with compliance with the Council's Interim Position Statement, outweighed the limited harms from conflict with out-of-date policies and loss of BMV agricultural land, so the adverse impacts did not demonstrably outweigh the benefits under the tilted balance.
