The lack of any identifiable planning harm combined with the meaningful benefits of the self-build dwelling and its integration with existing built form outweighed the technical conflict with Policy MTRA 4.

The benefits of the new self-build dwelling, including meeting the appellant's daughter's mobility needs and contributing to self-build supply shortfall, outweighed the technical conflict with Policy MTRA 4 in the absence of identifiable planning harm.
