What decided it

Material harm to irreplaceable ancient woodland and its buffer zone, which provides a strong reason for refusing the appeal proposal under NPPF paragraph 193(c).

The modest benefits of housing supply, self-build provision and economic benefits were outweighed by material harm to biodiversity (ancient woodland and priority habitat), unsuitability of location within countryside outside the settlement boundary contrary to the adopted settlement strategy, and material harm to the rural character and appearance of the area.
