What decided it

The Council's decision was substantiated by adequate evidence on the main issues and the Council was entitled to reach its conclusions on landscape impact and the application of the tilted balance test, therefore no unreasonable behaviour resulting in unnecessary expense was demonstrated.

The Council applied the presumption in favour of sustainable development test under paragraph 11(d) of the Framework and concluded that the adverse impacts of granting permission would significantly and demonstrably outweigh the benefits when assessed against the policies in the Framework taken as a whole.
