What decided it

The harm to the special architectural and historic interest of Chelscombe Farmhouse and to the City of Bath World Heritage Site, Bath Conservation Area, and Cotswolds AONB, each of which must be given great weight, was not outweighed by the other material considerations.

The less-than-substantial harm to multiple designated heritage assets, each requiring great weight in the balance, was not outweighed by the moderate benefit of removing 20th-century outbuildings and the modest benefits of updating the farmhouse and repurposing the outbuildings.
