The absence of satisfactory and certain mitigation for nutrient impacts on the Solent Coast EPS meant the proposal would adversely affect site integrity, contrary to the Habitats Regulations and paragraph 180(a) of the Framework, which provides a clear reason for refusal that outweighs the housing benefits despite the five-year supply shortfall.

The benefits of delivering 4 dwellings on a brownfield site in a sustainable location and the absence of harm to character and appearance were significantly and demonstrably outweighed by the adverse effects on the integrity of the Solent Coast EPS due to inadequate mitigation certainty
