The adverse impacts of poor accessibility and failure to demonstrate business use potential were outweighed by the modest housing contribution, landscape enhancement benefits, and the presumption in favour of sustainable development under Framework paragraph 11d)ii) due to the Council's lack of five-year housing land supply.
