Main issues, as the Inspector framed them
- The effect of the proposal on the character and appearance of the host dwelling and surrounding area
- The effect of the proposed extension on the living conditions of occupiers of No 20, especially with respect to daylight, access to sunlight, outlook and privacy
What decided it
The approved prior approval extension and existing garage together meant the proposed extension would add minimal new built volume and would not materially worsen the effect on neighbouring living conditions, allowing the proposal to accord with the development plan despite modest conflict with design guidance.
The modest conflict with the Council's Residential Design Guidance was outweighed by the material consideration of the approved scheme, the replacement of the garage, and the proposal's accordance with the development plan policies on character and appearance and living conditions.
