The unacceptable impact on highway safety from the construction access arrangement and the severe harm to local residents' amenities from additional traffic significantly and demonstrably outweigh the benefits of 21 new dwellings in a location with an undersupply of housing.

The benefits of housing delivery and economic benefits during construction were given limited weight; the harm to highway safety and residential amenities was found to significantly and demonstrably outweigh these benefits when assessed against the policies of the Framework taken as a whole, despite the Council's inability to demonstrate a 5-year housing land supply.
