What decided it

The inadequate parking provision, which would result in a shortfall of 6 spaces against the Parking SPD requirements and lead to obstruction of traffic flows and pedestrian access, was the decisive factor that outweighed the scheme's benefits in housing delivery and land reuse.

The benefits of housing delivery, land reuse, construction employment and addressing anti-social behaviour were insufficient to justify granting planning permission contrary to the development plan policy on parking provision.
