What decided it

The size and positioning of the proposed advertisement areas at first and second floor level would appear incongruous and obtrusive within the conservation area and heritage setting, and this harm to visual amenity would not be outweighed by the benefit of the replica building façade or economic considerations.

The benefit of the replica building façade and potential advertising revenue to fund it was outweighed by the harm to visual amenity of the conservation area, unlisted building of merit, and setting of nearby listed buildings.
