What decided it
The loss of articulation and detailing to the prominent brick-built building, combined with insufficient information about the final appearance, would cause less than substantial harm to the conservation area that is not outweighed by energy efficiency benefits.
The public benefits of energy efficiency do not outweigh the less than substantial harm to the significance of the conservation area as a heritage asset, given the great weight to be given to heritage conservation and the prominence of the building.
