The proposal conflicts with Policy 20 of the development plan by failing to demonstrate an overriding need for countryside location, and no material considerations indicate the decision should be made otherwise than in accordance with the development plan.

The limited visual impact and private health benefits of the tennis court do not outweigh the conflict with the development plan policy restricting countryside development.
