What decided it

The container's substantial size, height and industrial appearance make it a visually intrusive and discordant feature that causes harm to the character and appearance of the residential area and significantly harms the living conditions of neighbouring occupiers through overbearing impact and overshadowing, contrary to the development plan.

The benefits claimed for the container (storage provision and community benefit) do not outweigh the harm to character and appearance and the significant harm to neighbouring living conditions, with the proposal conflicting with the development plan read as a whole.
