What decided it

The significant harm to character and appearance and the less than substantial harm to heritage assets, when given great weight in accordance with Framework guidance, outweighed the benefits of delivering up to 73 dwellings (including 30% affordable housing) and economic benefits, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against Framework policies as a whole.
