What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the presumption in favour of sustainable development, which, combined with the acceptability of the design on character and appearance grounds and the adequacy of privacy mitigation measures, justified allowing the appeal.
The benefits of housing delivery and efficient use of a corner site in a sustainable location, together with enhanced office accommodation, outweighed the step change in height relative to neighbouring single-storey buildings, with privacy concerns adequately addressed by condition.
