What decided it
The excessive height and design of the netting causes it to appear as a dominant and unattractive feature that is visually incongruous within the residential setting, harming character and appearance in a way that the limited benefit of animal control cannot outweigh.
The limited weight afforded to the potential benefit of preventing animals from entering or leaving the appeal site was insufficient to outweigh the harm to the character and appearance of the area.
