Main issues, as the Inspector framed them

  • Whether the site is suitable for residential development, having regard to its location, the proposed land use and the proposed amount of development.

What decided it

The site's modest size, triangular configuration and established landscaping and buffer function required by Condition 12 of the extant permission mean that 1 dwelling has not been shown to be capable of being accommodated while securing the necessary landscaping.

The modest housing benefit and support provided by Policies S4 and L3 weigh in favour of the proposal, but do not overcome the absence of a satisfactory basis for concluding that 1 dwelling is an appropriate amount of development given the site's constraints and landscaping requirements.
