The benefits of housing supply contribution, affordable housing provision, effective use of land and good accessibility to services and facilities weighed significantly in favour, but were outweighed by the considerable harm to character and appearance, poor design, harm to living conditions of existing and future residents, and over-provision of parking contrary to sustainable transport objectives.
