The proposed extension would appear as a discordant and incongruous addition clearly visible from Elthorne Road that would not preserve or enhance the character or appearance of the conservation area, and the private benefit of additional accommodation does not amount to a public benefit sufficient to outweigh this harm.
The less than substantial harm to the conservation area was not outweighed by the private benefit of additional accommodation, which does not constitute a public benefit under paragraph 202 of the Framework.
