The proposal failed to meet the criteria of Policy EC11 because the equestrian facilities necessary to support the claimed innovative use were not included in the appeal site and lacked permission, and there was no mechanism to restrict use to vulnerable persons, meaning the accommodation could be used for general tourism which would not be unusual or innovative.

The limited economic and social benefits of the proposal were outweighed by non-compliance with local plan policies controlling countryside development and the environmental harm from increased car journeys in a location remote from services and facilities.
