What decided it

The positioning, proximity, height at eaves and depth of the extension would result in an unacceptable enclosing and overbearing effect on the outlook from the neighbouring property's rear living room window, contrary to NPPF paragraph 130 and local plan policies requiring high standards of amenity.

The sustainable and effective use of housing land to create additional living space did not outweigh the harm to the amenity of existing and future occupiers of the neighbouring property.
