What decided it
The town centre location with good public transport accessibility, the minimal parking demand from one-bedroom apartments, and the availability of sufficient on-street and off-street parking capacity mean that the proposal would not have an unacceptable impact on highway safety as required by paragraph 111 of the Framework.
Under paragraph 11d of the Framework, the economic and social benefits of providing additional housing accord with the Framework's aim to significantly boost the supply of homes, and the proposal would not have a materially harmful effect on highway safety (a neutral factor), so the adverse impacts including conflict with the development plan do not significantly and demonstrably outweigh the benefits.
