The limited benefits of housing supply and economic benefits do not clearly outweigh the substantial harm to the Green Belt by reason of inappropriateness, the significant adverse impact on openness, the overbearing effect on neighbouring living conditions, the harm to character and appearance, the failure of the sequential flood risk test, and the unmitigated biodiversity loss.
