What decided it
The substantial Green Belt harm from inappropriate development and encroachment was not clearly outweighed by the only moderate benefits of meeting need, since the proposal would not adequately relieve overtrading in the Western Arc and Barnby Dun would substantially meet Doncaster's need, so very special circumstances were not demonstrated.
The substantial weight given to Green Belt harm (inappropriateness and encroachment), together with limited landscape and visual harm, was not clearly outweighed by the moderate weight given to need, economic and social benefits, and the significant weight given to biodiversity net gain, so very special circumstances did not exist and the balance tipped against the proposal
