What decided it

The two storey front gable extension would appear as an incongruous, prominent and dominating feature that would be unsympathetic to the form and scale of the existing dwelling and would detract from the character and appearance of the surrounding area, in conflict with the development plan with no material considerations to outweigh this harm.

The harm to character and appearance was not outweighed by any other considerations, including the provisions of the Framework.
